Title: Emergency Planning and Community Right-to-Know Act: Amendments and Streamlining Rule | |
Abstract:
The Environmental Protection Agency (EPA) is considering issuing a request for information notice to address reporting thresholds for rock salt, sand, gravel, and other chemicals that may pose minimal risk. The initial proposed rule was published on June 8, 1998. EPA is considering how to (1) minimize burden for those facilities that are currently reporting chemicals that pose minimal risk under sections 311 and 312 of the Emergency Planning and Community Right-To-Know Act and (2) reduce the number of facilities subject to these reporting requirements. The reporting requirements under sections 311 and 312 are intended to enhance communities’ and emergency response officials’ awareness of chemical hazards; to facilitate the development of state and local emergency response plans; and to aid communities and emergency response officials in preparing for and responding to emergencies safely and effectively. By providing relief from routine reporting of substances with minimal hazards and minimal risk, state and local officials may be able to focus on chemicals that may pose more significant hazard or present greater risks to the community. |
