Title: Protection of Stratospheric Ozone: Standards Related to the Manufacture of Class II Ozone-Depleting Substances for Feedstock | |
Abstract:
This rulemaking will address byproduct emissions of HFC-23 from the manufacture of class II ozone-depleting substances (ODS) for use as feedstocks. EPA is in the process of completely phasing out production of class II ODS with limited exemptions. Given one of these exemptions includes the manufacture for feedstock and continues indefinitely, EPA would set a limit that would address byproduct emissions of HFC-23 (a substance with a very high global warming potential). EPA is proposing that as compared to the amount of chemical intentionally manufactured on a facility line, the HFC-23 created as a byproduct on the line must be destroyed to an emissions standard using a technology approved by EPA. |
