Title: Risk-Based Asset Management Plans 
Abstract: This rulemaking would propose to revise FHWA regulations pertaining to Transportation Asset Management Plans (TAMPs) in 23 CFR part 515 to require explicitly that TAMPs address how States will address the resilience of the National Highway System's pavement and bridge assets as part of their risk management strategy. The proposed rule also would consider other regulatory changes to improve the administration of asset management requirements by the States and FHWA, such as circumstances where a State may be able to determine, or self-certify, that it has developed and implemented a TAMP consistent with applicable requirements. The proposed rule may include additional State flexibility as well.
