Title: Economic Growth, Regulatory Relief, and Consumer Protection Act -- Changes to Family Self-Sufficiency (FSS) Program (FR-6114) 
Abstract:

The Economic Growth, Regulatory Relief, and Consumer Protection Act (the Act) was signed into law on May 24, 2018 (Public Law 115-174), amending, among its various provisions, HUD’s Family Self-Sufficiency (FSS) program. Section 306 of the Act made multiple amendments to the FSS program, including changing the size calculation for the FSS program, expanding the definition of eligible family to include tenants of certain privately owned projects subsidized with project-based rental assistance, updating the contract of participation, reducing burdens on eligible entities, clarifying escrow account requirements, updating the program coordinator and action plan requirements, and detailing funding award requirements. In addition to the section 306 changes that this rule will make, HUD is implementing changes to reduce burden and streamline the program for both eligible entities and eligible families.
