Title: ●Implementing Rental Housing Assistance for the Native Hawaiian Housing Block Grant Program (FR-6273) | |
Abstract:
This proposed rule would amend the Native Hawaiian Housing Block Grant (NHHBG) regulations to clarify for program participants how the NHHBG may be used for rental housing assistance, as authorized under Title VIII of the Native American Housing Assistance and Self-Determination Act of 1996, as amended (NAHASDA). This proposed rule would make other clarifications necessary to implement the NHHBG program. Specifically, the proposed rule seeks to clarify that rental assistance may be provided to eligible families both on and off Hawaiian Homelands, that NHHBG funds may be used for tenant-based or project-based rental assistance, the maximum and minimum rent that the recipient may charge to low-income rental tenants or homebuyers, and requirements for submission of Native Hawaiian Housing Plan submission and updates or amendments. In addition, the proposed rule would address income verification and periodic reverification, how to handle the receipt and use of criminal conviction information, useful life requirements applicable to lease purchase units, and deadlines for submission of Annual Performance Reports. |
