Title: ●Allowance for Caskets and Urns for Unclaimed Remains of Veterans | |
Abstract:
The Department of Veterans Affairs (VA) proposes to revise its regulations that govern the program that furnishes caskets and urns for the burial in national cemeteries of remains of veterans with no known next-of-kin (NOK) where sufficient resources are not available for this purpose in three ways. First, VA proposes to implement the authority enacted in Public Law 114-273, the Charles Duncan Buried With Honor Act Of 2016 that expanded the applicability of VA’s casket and urn benefit for interment of deceased eligible veterans in a veterans’ cemetery of a State or Tribal Organization that has received a grant under 38 U.S.C. 2408. Second, VA proposes to issue flat-rate allowances for caskets and urns, rather than calculate reimbursement rates on an annual basis. Use of flat-rates that are based on historical cost averages for caskets and urns that would promote consistency and efficiency in the administration of this program. Third, VA proposes to eliminate the retroactive reimbursement provisions because the relevant time period has passed. |
