Title: AbilityOne Program Suitability Determination Recommendation To 41 CFR 51 | |
Abstract:
The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee) is proposing changes to its regulation for the determination of suitability that is applied to the products or services proposed for addition to the AbilityOne Program Procurement List maintained by the Committee. Currently, the Committee considers several factors that comprise the employment potential of a proposed addition, and whether a qualified nonprofit agency(ies) is capable of furnishing the proposed product or service. The Committee proposes to amend the suitability criteria to explicitly include consideration of the payment of minimum wage, prevailing wages, or higher wages to people who are blind or have significant disabilities that work on contracts awarded under the auspices of the AbilityOne Program. The Committee will review the wage rates to be paid to people who are blind or have significant disabilities as part of the suitability determination for all Procurement List proposed additions. The Committee will continue to review the recommended Fair Market Prices for the products and services proposed for addition to the Procurement List and will ensure that the appropriate wage rates are incorporated. |
