Title: Small Businesses in US Territories; Eligibility of the Commonwealth of the Northern Mariana Islands 
Abstract:

This rule will implement changes made to the Small Business Act by the National Defense Authorization Act for FY 2021. It implements section 866, amending the definition of territories eligible for certain SBA programs, and section 867, adding the Commonwealth of the Northern Mariana Islands to the Federal and State Technology Partnership Program.
