Title: United States Agency for International Development: Update of Regulation to Implement the Freedom of Information Act
Abstract:

The U.S. Agency for International Development (USAID) seeks public comment on a proposed rule to update certain procedures and standards that USAID follows in processing requests for records under the Freedom of Information Act (FOIA), 5 U.S.C. 552, including methods for submitting FOIA requests and initial appeals of denials of requests for records of the Office of the USAID Inspector General (OIG).  The Inspector General Act of 1978, as amended, 5 U.S.C. App. 3, was enacted to create independent and objective units and to perform investigative and monitoring functions within Executive Departments and Agencies of the Federal Government, including USAID.  Revisions to USAID’s existing FOIA regulation will further the OIG’s independence and streamline the processing of requests for the OIG's records.
