Title: United States Agency for International Development 2 CFR 700--Removing the Program Income Restriction on For-Profit Entities 
Abstract:

The U.S. Agency for International Development (USAID) proposes to amend the Agency’s policies for administering Federal awards codified as 2 CFR part 700. Currently, for-profit entities that are recipients of Federal financial assistance from USAID cannot add program income to the Federal award. Program income must be either deducted from total allowable costs to determine the net allowable costs or used to meet the cost sharing or matching requirement of the Federal award. USAID intends to remove this restriction by amending its regulation to allow for-profit entities that are recipients of Federal financial assistance from USAID to add program income to the Federal award with prior approval from USAID.
