Title: Update and Clarification of the Locatable Minerals Regulations 
Abstract:

The Forest Service proposes the amendment of its locatable mineral regulations to better reflect the needs of our national defense and economic prosperity. Recent issues and existing weaknesses in the current regulations have been identified, and updating regulations addressing these would allow the Forest Service to better implement its mining regulations. Specifically, the Forest Service is considering in this proposed rule to 1) expedite review and approval of certain proposed mineral operations; 2) increase consistency with the Department of the Interior, Bureau of Land Management (BLM) surface management regulations; and 3) increase consistency within the Forest Service’s nationwide regulation of mineral operations.
