Abstract:
Under authority of the Western and Central Pacific Fisheries Convention Implementation Act (16 U.S.C. 6901 et seq.), this proposed action would extend the time period by which NMFS may issue temporary specifications under the regulations at 50 CFR 300.228 to implement short-notice decisions adopted by the Western and Central Pacific Fisheries Commission (WCPFC) to respond to the COVID-19 pandemic, including decisions regarding purse seine observer coverage, at sea transshipment observer coverage, and at sea transshipment for purse seine vessels. The new regulations will include a sunset clause in which temporary specifications will automatically revert back to a period of less than one year on December 31, 2023. |
