Title: Possession of Eagle Specimens for Religious Purposes 
Abstract:

This advance notice of proposed rulemaking will seek public comments on extending legal access to bald and golden eagle parts and feathers for religious use to persons other than enrolled members of federally recognized Tribes. This rulemaking action will also include consideration of an exception to the prohibition on possession of feathers for all migratory birds protected under the Migratory Bird Treaty Act.
