Title: Endangered and Threatened Wildlife and Plants; Listing Determination for the Black-Capped Petrel  
Abstract:

FWS will reopen the comment period on our proposal to list the black-capped petrel (Pterodroma hasitata) as a threatened species under the Endangered Species Act. This bird is found in the southeastern United States, Puerto Rico, and the Virgin Islands.
