Title: Endangered and Threatened Wildlife and Plants; Reclassifying Smooth Coneflower as Threatened With Section 4(d) Rule 
Abstract:

FWS will make a final determination on our proposal to reclassify the smooth coneflower (Echinacea laevigata) from endangered to threatened due to improvements in the species’ overall status and to establish a rule under section 4(d) of the Endangered Species Act. The smooth coneflower is found in North Carolina, South Carolina, Virginia, and Georgia.
