Title: Migratory Birds; Agency Species Protection Permit 
Abstract:

This proposed rule would authorize government agencies to take migratory birds to protect species of concern, such as endangered and threatened species.  Current regulations are overly burdensome for permitting this activity. This proposed rule would clarify scope and expectations and reduce administrative burden.
