Abstract:
The Department of the Interior, in accordance with the Infrastructure Investment and Jobs Act of 2021, proposes to establish regulations governing carbon transportation and storage on the Outer Continental Shelf (OCS). Carbon capture, utilization, transport and storage (CCUTS) technologies are necessary to reduce hard-to-abate emissions from the industrial sector, which emits nearly 25 percent of all carbon dioxide released into the atmosphere in the United States. CCUTS is likely needed to achieve mid-century climate goals and has the potential to drive regional economic development, technological innovation, and high-wage employment. |
