Title: Implementing Bilateral and Multilateral Cooperative Agreements for Asylum Under the Immigration and Nationality Act 
Abstract:

On November 19, 2019, the Department of Justice (DOJ) and the Department of Homeland Security (DHS) adopted an interim final rule (IFR or rule) that modified existing regulations providing for the implementation of recent Asylum Cooperative Agreements, agreements formed between the United States and foreign countries that commit to adjudicating the asylum claims of noncitizens removed to those countries.  The IFR solicited public comments on this action.  The Departments are planning to rescind or modify the November 2019 rule.  This rulemaking is consistent with Executive Order 14010 (Feb. 2, 2021).
