Title: Modernization of Customs Brokers Regulations | |
Abstract:
This rule would modernize the customs brokers regulations to coincide with the development of CBP trade initiatives including the Automated Commercial Environment (ACE) and the Centers of Excellence and Expertise (CEE). Specifically, CBP is updating the broker permitting framework by expanding the scope of the national permit authority to allow national permit holders to conduct customs business in all districts within the customs territory of the United States and removing the requirements for having a district permit in each district the broker conducts customs business. By moving toward the national permit, CBP is removing the requirements that brokers maintain physical offices in the districts in which they conduct customs business. Additionally, CBP is updating the requirements on responsible supervision and control. This rule is consistent with Executive Order 14058, which directs agencies to take actions that improve service delivery and customer experience by decreasing administrative burdens, enhancing transparency, and improving the efficiency and effectiveness of government. |
