In the Notice of Inquiry, the Commission sought comment on oil pipeline capacity allocation issues that arose when anomalous conditions affect the demand for oil pipeline capacity. In addition, the Commission sought comment on what actions, if any, the Commission should consider to address those allocation issues (Docket No. AD22-7-000).
