Title: National Volatile Organic Compound Emission Standards for Aerosol Coatings Amendments 
Abstract:

This action finalizes amendments to the National Volatile Organic Compound (VOC) Emission Standards for Aerosol Coatings (aerosol coatings reactivity rule), pursuant to section 183(e) of the Clean Air Act (CAA). CAA section 183(e) requires the EPA to list for regulation consumer and commercial products accounting for at least 80 percent of VOC emissions, on a reactivity-adjusted basis, resulting from the use of such products in nonattainment areas that do not meet the national ambient air quality standard (NAAQS) for ozone. The aerosol coatings reactivity rule, promulgated on March 24, 2008, and codified at 40 CFR part 59, subpart E, establishes nationwide VOC reactivity-based emission standards to address VOC emissions from the aerosol spray paints category. The rule has been amended several times, primarily in response to petitioners requesting the EPA to expand the list of compounds and reactivity factors (RFs) used to determine compliance. This final action responds to industry trade association requests for the EPA to revise the national standards to be consistent and uniform, where appropriate, with State standards for the purposes of increasing efficiency and reducing burden. As such, this final action adds compounds and RF, updates existing reactivity values, revises the default RF for compounds that do not have an established value, revises the threshold for compounds regulated by the rule, and adds a requirement for regulated entities to submit electronic copies of notifications and reports. This action is not anticipated to have disproportionately high or adverse human health or environmental effects on minority populations, low-income populations and/or indigenous peoples, and there are no anticipated adverse environmental or economic impacts from compliance with the final rule. The EPA plans to finalize this action by December 30, 2022.
