Title: Miscellaneous Rotorcraft Regulations (Misc. Parts 27 and 29 Regs.) 
Abstract:

This rulemaking would revise regulations in title 14 Code of Federal Regulations (14 CFR) part 27 (Airworthiness Standards: Normal Category Rotorcraft) and part 29 (Airworthiness Standards: Transport Category Rotorcraft) related to the certification of rotorcraft. The changes are necessary due to the extensive application of advancing technologies to rotorcraft as the current airworthiness standards do not adequately address increasing design complexity. Existing airworthiness standards are inadequate because they do not address increasing design complexity. To address these advances, the FAA currently issues reoccurring special conditions, equivalent level of safety findings (ELOS), and means of compliance (MOC) issue papers. This rulemaking would address these advances by updating the current airworthiness standards. While compliance with these regulatory changes will continue to be shown by the same testing, analysis, and inspections currently used, there will be a reduced administrative burden, to both the rotorcraft industry and the FAA, through the reduction or elimination of reoccurring special conditions, ELOS findings, and MOC issue papers.
