Title: Updating the Allocation Formula and Modernizing Program Regulations for the Housing Opportunities for Persons With AIDS (HOPWA) Program (FR-5975) 
Abstract:

Section 701 of the Housing Opportunity Through Modernization Act (HOTMA), (Pub. L. 114-201), amended the AIDS Housing Opportunity Act, 42 U.S.C. 12903(c), changing the formula and terms for grant allocations provided to entities to prevent homelessness for individuals living with HIV or AIDS. As required by the AIDS Housing Opportunity Act, HUD is implementing the HOTMA changes by regulation and making necessary changes for program efficiencies.
