Title: Prudential Management and Operations Standards 
Abstract:

The rule would amend and update the existing Prudential Management and Operations Standards regulation.  The rule would expand the scope of authorized prudential standards beyond those currently contained in the Appendix to the regulation, clarifying that any guidance or regulation that identifies itself as a "prudential standard” will be treated as a prudential standard and will benefit from the enforcement regime that the Safety and Soundness Act creates for prudential standards (12 U.S.C. 4513b).  The rule would also clarify that prudential standards may be adopted as either guidelines or regulations, unlike the current regulation which identifies prudential standards as guidelines.  Finally, the rule may expand the list of specifically identified topics for which FHFA may adopt prudential standards.
