Title: Temporary and Term Employment 
Abstract:

OPM is issuing a final rule to allow agencies to make up to 10-year term appointments in Science, Technology, Engineering, Mathematics (STEM) occupations. The purpose of the regulation is to provide agencies with greater flexibility to staff foreseeably long-term projects of a STEM nature when the need for work is not permanent. OPM is issuing this final rule to allow for up to a 10-year appointment for STEM occupations only. This final rule will not allow for up to a 10-year Term appointment for positions needed to stand-up, operate, and close out time- limited organizations that have specific statutory appropriations or for time-limited projects that have been funded through specific appropriations as OPM previously proposed on September 14, 2020.
