Title: Office of National Marine Sanctuaries Regulate Uncrewed Aircraft Systems as "Aircraft" 
Abstract:

NOAA is proposing to add a definition of aircraft to its regulations that will include uncrewed aircraft systems (UAS). The purpose of this change is to codify NOAA’s interpretation that existing regulations applicable to aircraft operated within national marine sanctuaries apply to UAS. NOAA also proposes to continue to issue permits to condition UAS operations in ways that minimize and/or fully avoid wildlife disturbance. UAS permit special conditions are based on two comprehensive scientific literature review reports.
