Title: ●Recreational Harvest Control Rule Framework Adjustment to the Summer Flounder, Scup, and Black Sea Bass, and Bluefish Fishery Management Plans | |
Abstract:
The Mid-Atlantic Fishery Management Council has approved the Recreational Harvest Control Rule (HCR) Framework Adjustment to the Summer Flounder, Scup, and Black Sea Bass, and Bluefish Fishery Management Plans. The HCR Framework would modify the way recreational management measures (bag, size, and season) are set for all four species, and recreational accountability measures. Under the proposed HCR process, two factors would be considered when determining whether recreational measures should be restricted, liberalized, or remain unchanged for the next two years. The first factor is how recreational harvest limits (RHLs) for the next two years compare to recent estimates of recreational harvest. The second factor considered would be the most recent estimate of stock size relative to the target stock size. These two factors, in combination, would be used to determine the percentage change in harvest that management measures should aim to achieve. The Magnuson-Stevens Fishery Conservation and Management Act requires that each Regional Fishery Management Council transmit any framework adjustment it prepares to NMFS for review and approval, disapproval, or partial approval. |
