Title: Amendment to the Export Administration Regulations: Removal of Libya Installed Base Provisions
Abstract:

In this rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) to advance the objectives of the Retrospective Regulatory Review Initiative. Specifically, BIS removes the complex provisions and related procedure, established in 2004, which set forth review policy, licensing procedure and reporting requirements for activities involving items subject to the EAR that may have been illegally exported or reexported to Libya (Libya installed base provisions) before the comprehensive embargo on Libya ended in 2006.
