Title: Mission Compatibility Evaluation Process 
Abstract:

The Department of Defense (DoD) is proposing to revise how DoD will handle certain types of applications for new energy projects it receives for review from the Department of Transportation and other entities based on section 311 of the NDAA for FY 2018. Section 311 directs the Secretary of Defense to establish a Military Aviation and Installation Assurance Siting Clearinghouse (the Clearinghouse”) to coordinate DoD review of applications for energy projects filed with the Secretary of Transportation pursuant to section 44718 of title 49. The Clearinghouse will assess the likely scopes, duration, and level of risk of any adverse impact of such energy project on military operations and readiness. Changes will include the addition of criteria  for adverse impact, the provision of a notice of presumed risk to an applicant, and the provision of the notice of presumed risk to the chief executive officer of a state.
