Title: ENDS Safety Standards, Including Standards for Toxicants and Impurities in Nicotine, Propylene Glycol, and Vegetable Glycerin Used in E-Liquids; Tobacco Product 
Abstract:

The Food and Drug Administration is proposing regulations to establish tobacco product standards for electronic nicotine delivery systems (ENDS), to include, among other things, standards for nicotine, propylene glycol, and vegetable glycerin purity in e-liquid. Toxicants and impurities found in nicotine, propylene glycol, and vegetable glycerin can cause death or other adverse health effects, and this rule would establish limits on the level of those toxicants that are appropriate for the protection of public health.
