Title: Waste Prevention, Production Subject to Royalties, and Resource Conservation 
Abstract:

This proposed rule would update the BLM’s regulations governing the waste of natural gas through venting, flaring, and leaks on onshore Federal and Indian oil and gas leases.  The proposed rule would ensure that companies do not waste valuable Federal mineral resources in their extraction processes and would further address the priorities associated with Executive Order 14008, "Tackling the Climate Crisis at Home and Abroad."  In addition, in accordance with Executive Order 13990, "Protecting Public Health and the Environment and Restoring Science To Tackle the Climate Crisis”, this proposed rule would reduce methane emissions in the oil and gas sector and mitigate impacts of climate change.
