Abstract:

This proposed rule would identify opportunities for updating Oil Spill Response Requirements regulations, in 30 CFR part 254, last updated 22 years ago (62 FR 13996, Mar. 25, 1997). This proposed rule would codify industry best practices, BSEE policy, and regulatory guidance for oil spill response planning and operations.  This proposed rule would also streamline the oil spill response planning requirements, clarify equipment and operational capabilities, and address requirements from other applicable laws and technological advancements to reflect oil spill response best practices and advance safety and protection of the environment.
