Title: Commercial Use of Feathers 
Abstract:

This proposed rule would revise existing regulations regarding the common eider (Somateria mollissima), a unique, Migratory Bird Treaty Act-protected species of hen that naturally sheds breast down, or eiderdown, during nesting to insulate the eggs and hatchlings. Under existing 50 CFR part 20 regulations, any person who legally purchases eiderdown in a foreign country may import the eiderdown into the United States for their own personal use. Because eiderdown is collected from nests and not from birds killed by hunting, eiderdown unintentionally falls outside the scope of the regulations at 50 CFR 20.91. The U.S. Fish and Wildlife Service proposes revisions to existing regulations to include eiderdown.
