Title: Passports: Requirements for Non-Applying Parents of Minor Applicants 
Abstract:

The Department proposes to amend section 51.28 by allowing a non-applying parent to sign the statement of consent for a minor's passport before a notary public or a passport agent at one of the public passport agency/center counters located within the United States, and removing from the list of acceptable evidence of sole authority/custody a Consular Report of Birth Abroad CBRA) listing only the applying parent.
