Title: Procedures for Reasonable Fear Determinations 
Abstract:

The Department of Homeland Security proposes to amend the regulation governing the timeframe for U.S. Citizenship and Immigration Services to process reasonable fear determinations for noncitizens subject to final administrative removal orders or reinstatement of removal, but who express a fear of return to a country of removal.
