Title: Revision of Enforcement Procedures 
Abstract:

This procedural rule would amend Transportation Security Administration (TSA) regulations to increase the availability of streamlined civil penalty procedures for cases involving an individual who violates a TSA requirement by presenting a weapon, explosive, or incendiary for screening at an airport or in checked baggage where the amount of the proposed civil penalty is less than an amount specified in TSA’s regulations.  Currently, these expedited procedures are available only to individuals who have a proposed penalty of less than $5,000.  This cap was established in 1996 and has not been adjusted for inflation since that date.  The streamlined procedures reduce costs by improving efficiency in factually uncomplicated cases. This rule would not revise penalties applicable to specific offenses or in any way modify the streamlined procedures.
