Title: General Policy for Pricing and Charging for Materials and Services Sold by DOE 
Abstract:

DOE's General Pricing Regulation, 10 CFR 1009, was issued in 1980 to provide guidance on DOE pricing practices for non-Federal entities. The regulation contains DOE's General Pricing Policy, exclusions to the general pricing policy, and applicable definitions.

The regulation needs to be updated to reflect current policies governing the determination of prices by DOE offices and contractors.  DOE is proposing to amend 10 CFR 1009 to: (1) incorporate new legislative requirements, including 42 U.S.C. 7259a; (2) detail current exemptions from the Department's general pricing policy; (3) detail current special pricing considerations; and (4) clarify the scope and applicability of 10 CFR 1009 for non-DOE Federal entities.

Updating 10 CFR 1009 is not expected to change the prices paid by DOE customers because the updates will reflect current Departmental policy and statutory requirements.
