Title: Alternate PCB Extraction Methods and Amendments to PCB Cleanup and Disposal Regulations 
Abstract:

The Environmental Protection Agency (EPA or the Agency) proposed to expand the available options for extraction and determinative methods used to characterize and verify the cleanup of polychlorinated biphenyls (PCBs) waste under the federal Toxic Substances Control Act (TSCA) regulations (also referred to as the PCB regulations). EPA also proposed to amend the performance-based cleanup option for PCB remediation waste under section 761.61(b); remove the provision allowing PCB bulk product waste to be disposed as roadbed material; add more flexible provisions for cleaning up spills that occur during emergency situations, such as during a hurricane or flood; harmonize the general disposal requirements for PCB remediation waste; and make several other amendments to improve the implementation of the regulations, clarify ambiguity, and correct technical errors and outdated information. The proposed rule was published on October 22, 2021 (86 FR 58730). The EPA is currently working on the final rulemaking and addressing public comments.
