Title: New Source Performance Standards Review for Industrial Surface Coating of Plastic Parts for Business Machines 
Abstract: The final action will complete the agency’s required review of the New Source Performance Standards (NSPS) for Industrial Surface Coating of Plastic Parts for Business Machines (40 CFR part 60 subpart TTT). Promulgated pursuant to section 111(b) of the Clean Air Act (CAA) on January 29, 1988, the NSPS established standards of performance in the form of emission limitations based on the best system of emission reduction (BSER) (taking into account the cost of achieving such reduction and any nonair quality health and environmental impact and energy requirements). The pollutants emitted from the affected sources include volatile organic compounds (VOC). For sources that construct, modify, or reconstruct after June 21, 2022, the action proposed would, in a new subpart TTTa, lower the allowable VOC emission limitations for spray application of prime, color, texture, and touch-up coatings. For sources subject to either subpart TTT or TTTa, the action also proposed to require that periodic reports be submitted to the EPA electronically. In accordance with terms of a consent decree (Our Children’s Earth Foundation v. Wheeler, No. 19-cv-7125 (N.D. Cal.)), the EPA proposed this action by notice published June 21, 2022, and intends to finalize this action by June 1, 2023.
