Title: National Emission Standards for Hazardous Air Pollutants: Wood Preserving Area Sources Technology Review | |
Abstract:
This action will address the agency’s technology review of the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Wood Preserving area sources. The Wood Preserving NESHAP, subpart QQQQQQ, was promulgated pursuant to section 112(d) of the Clean Air Act (CAA) on July 16, 2007. The NESHAP established emission limitations and/or management practices based on controlling emissions of hazardous air pollutants (HAP) from area sources using generally available control technologies or management practices (GACT). The HAP emitted from wood preserving area sources include arsenic, chromium, methylene chloride, and dioxin. This action will implement the technology review requirements of CAA section 112(d)(6). CAA section 112(d)(6) requires the EPA to review and revise the GACT standards as necessary, taking into account developments in practices, processes, and control technologies, no less often than every 8 years. Pursuant to the Our Children’s Earth consent decree, the EPA was obligated to sign a proposed rule by March 1, 2022. A proposed rule was signed February 28, 2022, and published on March 7, 2022. The final rule must be signed by March 1, 2023. |
