Title: Standards of Performance for Pressure Sensitive Tape and Label Surface Coating Operations 
Abstract:

New source performance standards (NSPS) are implemented under Clean Air Act (CAA) section 111(b) and are issued for source categories that EPA has determined (1) cause or significantly contributes to air pollution and (2) are reasonably anticipated to endanger public health or welfare. The primary purpose of the NSPS is to attain and maintain ambient air quality standards by ensuring application of the best system of emission reduction (BSER) that has been adequately demonstrated, taking into consideration the costs of achieving such emission reductions, and any non-air quality health and environmental impact and energy requirements. Section 111(b)(1)(B) of the CAA requires the EPA to review and, if appropriate, revise existing NSPS at least every 8 years. The NSPS for Pressure Sensitive Tape and Label Surface Coating Operations (40 CFR part 60, subpart RR) was promulgated on October 18, 1983, and last amended on October 17, 2000. The NSPS regulates volatile organic compound (VOC) emissions from industrial coating facilities and applies to each coating line used in the manufacture of pressure sensitive tape and label materials for which construction, modification, or reconstruction commenced after December 30, 1980. As part of the review, the EPA is required to consider what degree of emission limitation is achievable through the application of the BSER, which (taking into account the cost of achieving such reduction and any non-air quality health and environmental impact and energy requirements) the Administrator determines has been adequately demonstrated. This action will propose the review and, if appropriate, revisions to the standards of performance for Pressure Sensitive Tape and Label Surface Coating Operations as a result of the NSPS review.
