Title: ●National Emission Standards for Hazardous Air Pollutants for the Group I and II Polymers and Resins Industries | |
Abstract:
This action will address the agency's technology review of the National Emission Standards for Hazardous Air Pollutants (NESHAP) for two subparts in 40 CFR part 63 (subparts U and W) that apply to the Group I and Group II Polymers and Resins industries. This action will implement the technology review requirements of CAA section 112(d)(6). CAA section 112(d)(6) requires the EPA to review and revise the NESHAP as necessary, taking into account developments in practices, processes and control technologies, no less often than every 8 years. The agency also plans to conduct a residual risk assessment to consider risks from the Neoprene Production source category during its technology review. The Group I Polymers and Resins (P&R I) NESHAP was promulgated pursuant to section 112(d) of the Clean Air Act (CAA) on September 5, 1996, and most recently, the agency conducted its residual risk and technology review (RTR) of the P&R I NESHAP in two actions: on December 16, 2008, for four source categories, and on April 21, 2011, for the remaining five source categories. The P&R I NESHAP applies to major sources and regulates HAP emissions from nine source categories: Butyl Rubber Production, Epichlorohydrin Elastomers Production, Ethylene Propylene Rubber Production, HypalonTM Production, Neoprene Production, Nitrile Butadiene Rubber (NBR) Production, Polybutadiene Rubber Production, Polysulfide Rubber Production, and Styrene Butadiene Rubber and Latex Production. The Group II Polymers and Resins (P&R II) NESHAP was promulgated pursuant to CAA sections 112(d) and 112(h) on March 8, 1995, and most recently, the agency conducted its RTR of the P&R II NESHAP on December 16, 2008. The P&R II NESHAP applies to major sources and regulates HAP emissions from two source categories: Epoxy Resins Production and Non-Nylon Polyamides Production. |
