Title: Parent Company Definition for Toxics Release Inventory (TRI) Reporting 
Abstract: EPA finalized a rule to codify the definition of “parent company” for purposes of reporting to the Toxics Release Inventory (TRI) and to require the reporting of a foreign parent company when applicable. Facilities reporting to TRI including those with complicated corporate ownership structures, are required to identify their parent company in annual reporting forms. The lack of a codified definition for “parent company” caused reporting facilities and EPA to undertake efforts during each reporting cycle to clarify how the parent company data element should be represented on the form. The codified definition of “parent company” allows EPA to address various corporate ownership scenarios explicitly and reduce the reporting burden by resolving the regulatory uncertainty. The final rule clarified existing regulations to reporting facilities and add a foreign parent company data element, if applicable, while improving the Agency's data quality.
