Title: Amendment to the United States Merchant Marine Academy Regulations; Maritime Service Obligation 
Abstract:

As a condition of USMMA admission, each midshipman commits to fulfill a continuing maritime service obligation which includes:1. to complete a course of instruction at the USMMA; 2. to qualify for, receive, and maintain for at least 6 years a United States Coast Guard Merchant Mariner Credential accompanied by the requisite endorsement and certification documents; 3. To provide five years of MARAD-approved service in support of the foreign or domestic commerce and national defense of the United States; 4. Maintain a reserve commission with any component of an armed force of the United States for at least eight years; and 5. Submit annual service obligation compliance reports to MARAD until all portions of the maritime service obligation have been fulfilled. MARAD is updating the regulation to conform with statutory changes and to revise agency procedures in its administration of MARAD's maritime service obligation compliance requirements.
