This rule amends the Federal Manufactured Home Construction and Safety Standards and associated manufactured housing program regulations by adopting certain recommendations made to HUD by the Manufactured Housing Consensus Committee (MHCC). The National Manufactured Housing Construction and Safety Standards Act of 1974 (the Act) requires HUD to publish all proposed revised construction and safety standards submitted by the MHCC. This rule is based on the fourth and fifth sets of MHCC proposals that further revise the Construction and Safety Standards. HUD has reviewed those proposals and has made editorial revisions. HUD believes this rule represents revisions that HUD and the MHCC have agreed upon. Consistent with the recommendations from the MHCC, as amended by HUD, this rule revises definitions for clarification purposes and to accommodate multi-unit dwellings, update and add standards incorporated by reference, and make correlating amendments specifically addressing multi-unit dwellings to requirements including the data plate requirement, and to include an updated statement on the Wind Zone Map. This rule amends terminology used for planning considerations, fire safety, body and frame, and plumbing requirements, and updates standards for testing, thermal protection, heating, cooling and fuel burning systems. The rule also updates and adds standards that are incorporated by reference. The rule also revises installation requirements for fire sprinkler systems and water supplies and updates provisions for providing manufacturer installation instructions and requirements for obtaining an installer’s license.
