Title: Homeless Emergency Assistance and Rapid Transition to Housing: Continuum of Care Program (FR-5476) 
Abstract:

This proposed rule follows an interim final rule published on July 31, 2012, which provided the regulatory framework to implement the Continuum of Care Program, established by the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), enacted into law on May 20, 2009. HUD also issued an interim final rule on June 14, 2016 which allows individuals and families to choose housing outside of a Continuum of Care’s geographic area, subject to certain conditions. 81 FR 38581. In addition, on July 26, 2016, HUD published a request for comments regarding whether HUD should make changes to the formula. 81 FR 48366. HUD recognizes that recipients have gained valuable experience implementing the 2012 interim final rule.  This proposed rule would update regulations governing the Continuum of Care program, and Continuum of Care planning process in response to the public comments that HUD received and HUD's experience in using the Continuum of Care Program regulations.
