Title: ●Enterprise Duty To Serve Underserved Markets Amendments 
Abstract:

This rule will amend the Duty to Serve regulation to add a definition of "colonia census tract," which will serve as a census tract-based proxy for a colonia, and to amend the definition of "high-needs rural region" by substituting colonia census tract for colonia.  The rule will also revise the definition of "rural area" to include all colonia census tracts regardless of their location.  These changes will facilitate the Enterprises’ ability to operationalize their Duty to Serve activities related to colonias and ensure that Enterprise activities in all colonia census tracts are eligible for Duty to Serve credit.
