Abstract:

The Department of Veterans Affairs (VA) is amending its regulations that govern VA’s Administration of Educational Assistance programs.  This rulemaking implements the mandates of the Veterans Benefits and Transition Act of 2018 by requiring the State Approving Agency (SAA), or the Secretary of the Department of Veterans Affairs (VA) (when acting as the SAA), to disapprove, for purposes of VA educational assistance programs, programs of education that do not permit individuals using benefits under either chapter 31 or 33, of title 38, United States Code, to attend or participate in courses while awaiting payment from the VA.
