Title: Anti-Money Laundering and Countering the Financing of Terrorism Programs 
Abstract:

The Office of the Comptroller of the Currency (OCC), the Board of Governors of the Federal Reserve System (Board), the Federal Deposit Insurance Corporation (FDIC), and the National Credit Union Administration (NCUA) (the Agencies) are considering a proposal to amend the Agencies’ Bank Secrecy Act (BSA) compliance program rules applicable to banks, Federal savings associations, and credit unions (banks) to be consistent with changes to the BSA resulting from the passage of the Anti-Money Laundering Act of 2020 and to conform in other ways with rules issued by the Financial Crimes Enforcement Network.  In addition to the AML Act changes, the purpose of this proposal is to maintain consistency with 31 CFR 1020.210 and 31 CFR 1020.230 rules issued by the Financial Crimes Enforcement Network (FinCEN) that clarify and expand the customer due diligence (CDD) requirements for covered financial institutions, including banks, that impose beneficial ownership requirements for legal entity customers.
