Title: Standardized Bycatch Reporting Methodology Omnibus Lobster Framework Adjustment 
Abstract: This rule proposes to implement a joint action of the Mid-Atlantic and the New England Fishery Management Councils that would improve bycatch monitoring on lobster pot vessels that have no other Federal fishing permits, and therefore do not need to submit vessels trip reports by incorporating these vessels into the region's standardized bycatch reporting methodology. The 2015 Standardized Bycatch Reporting Methodology Omnibus Amendment excluded vessels that do not submit trip reports from the standardized bycatch reporting methodology. As a result, these vessels are not in the standardized bycatch reporting methodology analysis and are not assigned at-sea observers under the standardized bycatch reporting methodology. This could potentially bias discard estimates for this gear. The framework adjustment would ensure all active lobster pot vessels are included in the standardized bycatch reporting methodology analysis. This change would better meet the Magnuson-Stevens Act requirement for Fishery Management Plans to establish a standardized reporting methodology to assess the amount and type of bycatch occurring in the fishery.
